Haidian Launches Pilot Zone for Free Trade Zone Linkage Development

Yesterday, Haidian District convened a press conference marking the sixth anniversary of the "Two Zones" construction initiative, where officials detailed the progress achieved in this undertaking. Customs data from Zhongguancun reveals that from the launch of the "Two Zones" initiative in September 2020 through July 2026, the district's cumulative import and export volume has reached 1.88 trillion yuan.

In 2025 alone, total imports and exports hit 320.825 billion yuan, representing a 15.29% increase compared to 2020, with foreign trade demonstrating a "stable volume with enhanced quality" trajectory. Given the high concentration of export-oriented enterprises and the strong technological innovation attributes in Haidian, Zhongguancun Customs has comprehensively deepened trade facilitation reforms, participated throughout the entire process of the comprehensive bonded zone application and acceptance, supported the biopharmaceutical industry across the full value chain, and ensured that enterprises promptly benefit from tariff preferences under free trade agreements, thereby strengthening the international competitiveness of Haidian's tech-driven exporters.

Currently, Haidian District has officially initiated the construction of the Haidian Linkage Development Zone under the China (Beijing) Pilot Free Trade Zone, planning 8.65 square kilometers of new open space that connects three major functional areas—the northern, central, and southern zones. This includes key carriers such as the AI North Latitude Community, AI Origin Community, Zhongguancun Software Park, Shangdi Information Industry Base, Dongsheng Science and Technology Park, and Xisanqi Science and Technology Park, ushering in a new pattern of "core clusters plus linkage areas" for comprehensive openness. Through the Free Trade Linkage Development Zone, Haidian has established an AI出海 Integrated Service Center and an AI Application Cooperation Center, further providing end-to-end overseas expansion services for businesses.

Zhongguancun No.1 has been selected for the 2025 "Global Launch Center" list released by the Beijing Municipal Commerce Bureau. The two core clusters of Cuihu and Yongfeng operate with multi-point coordination, while parks like Zhongguancun Software Park, Dongsheng Science and Technology Park, and Sihui Gu Park differentiate their industrial focuses. A total of 46.39 million square meters of existing industrial space is being continuously revitalized, with plans for an additional 4.48 million square meters of new industrial space. Additionally, the district has established the city's first batch of cross-border data service stations, released the nation's first local implementation guidelines for personal information outbound certification, and facilitated more than 30 cross-border data compliance cases.

Since the start of the "Two Zones" initiative, Haidian has accumulated 121 institutional innovation cases, with 4 cases promoted for national replication and 14 for citywide replication. The district continues to transform its technological innovation strengths into influence over standards and regulatory frameworks, having led the formulation or revision of 314 international standards over the past six years. Currently, Haidian is home to 2,953 Beijing-level specialized and innovative "little giant" enterprises, 463 national-level "little giant" enterprises, and 54 unicorn companies.

Strengthening its position as a global venture capital hub and a demonstration leader for new quality productive forces, Haidian's key industrial clusters are accelerating their growth. In the artificial intelligence sector, over 2,000 companies are concentrated here, with 149 large models filed for registration, core industry scale exceeding 350 billion yuan, and leading companies like Zhipu Huazhang having entered the capital market. In embodied intelligence, approximately 350 enterprises have gathered, with the district taking the lead in releasing a three-year action plan, establishing a full industry chain that integrates "brain," "cerebellum," body, and components. In the medical and health sector, more than 800 enterprises are based here, including multinational pharmaceutical giants like Roche establishing independent legal entities in China, and the district has been approved as a national pilot for personal medical insurance cloud. In the commercial aerospace field, over 200 upstream and downstream enterprises have clustered, with in-orbit commercial satellites accounting for nearly one-third of the domestic total. The Beijing Space Computing Innovation Center has also been established in the Satellite Town within the Haidian Free Trade Zone cluster.
