Charity Donations of 6.848 Million Yuan Aid Tieling as Provincial Campaign Raises 545 Million, Benefiting 600,000 People

On September 4, ahead of China's eleventh "Chinese Charity Day" on September 5, a promotional event for the 2026 "Chinese Charity Day" theme campaign was held in Shenyang, coinciding with the national launch of the "Ancient State Niuheliang" scratch-off welfare lottery, which features distinctive Hongshan culture elements. The event comprehensively showcased the significant achievements of Liaoning Province's charity sector during the "14th Five-Year Plan" period.

A total of 1,742 social organizations across the province have participated in charitable activities, with 724 qualified for pre-tax deductions on public welfare donations and 288 registered as charitable organizations, marking a 140% increase during the "14th Five-Year Plan" period. The average annual donation volume now exceeds 1 billion yuan, highlighting the increasingly prominent role of charitable forces as a vital supplement to livelihood security, as the sector moves into a new phase of standardized and large-scale development.

On the event day, the "Ancient State Niuheliang" scratch-off lottery was officially launched nationwide. The ticket designs feature iconic structures and jade artifacts from the Niuheliang Hongshan Cultural Heritage Site, including six designs: the Jade Figure, Jade Pig Dragon, Dragon-Phoenix Pendant, Double-Animal (Owl) Head Jade Pendant, Jade Phoenix, and a museum panorama. Rooted in local conditions, the lottery was meticulously designed and independently developed, deeply integrating dormant cultural relics with public welfare initiatives to help Hongshan culture expand from Liaoning to the rest of the country, truly bringing cultural heritage to life.

The event also introduced the "Heaven and Earth of Liao, Legacy of Civilization" public fundraising charity project, which guides charitable resources toward preserving Liaoning's cultural roots. The project has already established 12 key public welfare sites, including the Provincial Institute of Cultural Relics and Archaeology and the Fengguo Temple in Yixian, with funds allocated for relic restoration, security upgrades, environmental improvement, revitalization efforts, and public awareness campaigns, using the power of charity to bolster the province's cultural development.

During the event, appreciation plaques were presented to representatives of caring organizations and individuals who made generous donations during this year's flood relief efforts in Liaoning. Xu Che, a member of the Standing Committee of the Tieling Municipal Party Committee and Vice Mayor, noted that in response to the severe flooding in Tieling during this year's flood season, the Liaoning Provincial Charity Federation activated its emergency response immediately, allocating 6.848 million yuan in disaster relief funds and supplies to the city for assistance and material support in severely affected townships. He added that federation leaders made multiple visits to disaster areas to assess conditions, interact with affected residents, and study support measures on-site, reflecting the responsibility of provincial-level charity organizations. The city will strictly regulate fund usage to ensure every donation is transparently directed to those in need.

Zhang Yong, Secretary-General of the Provincial Charity Federation, outlined recent key initiatives, noting that since its merger in 2024, the federation has cumulatively raised 545 million yuan in donations, benefiting over 600,000 people, and was again recognized as a "National Advanced Social Organization" in 2025. The federation actively aligns with national strategies such as livelihood security, rural revitalization, and ecological civilization, developing the "Heaven and Earth of Liao, Legacy of Civilization" project to support cultural heritage protection. In response to flood conditions, the federation launched an emergency relief project, collecting more than 31 million yuan in donations and supplies directly delivered to disaster zones, fully demonstrating the mobilization, execution, and credibility of Liaoning's charitable sector.
