The Ministry of Industry and Information Technology has issued the "AI Plus Software" Special Action Implementation Plan, outlining measures to strengthen and expand the intelligent software services sector. The plan encourages software companies to pivot toward AI application service providers, enhancing their capacity for continuous service delivery and long-term value creation.
As part of the initiative, a dedicated entrepreneurship support program for AI-focused small and medium-sized enterprises will be launched. This program places particular emphasis on nurturing lightweight, specialized software service providers, with the goal of cultivating a pipeline of emerging startups and specialized "Little Giant" enterprises known for their innovation and market agility.
Local governments are also being encouraged to establish "AI Plus Software" innovation and entrepreneurship clusters, where they can provide integrated resources such as office spaces, computing power, and other essential development infrastructure. These clusters are designed to foster collaboration and accelerate the growth of the AI software ecosystem.
