In order to further deepen the ongoing special campaign against gang-related crimes, solidly promote the concentrated rectification of unhealthy practices and corruption around the people, and precisely tackle prominent chaotic phenomena such as village tyrants, sand tyrants, mining tyrants, and market tyrants in the forestry, grassland and water sectors, a closed-loop working mechanism for clue screening, information sharing, and coordinated transfer shall be improved. The goal is to regulate industry supervision order, effectively protect the safety of ecological resources across the banner including forest land, grasslands, wetlands and river channels, and safeguard the legitimate rights and interests of herding communities. Effective immediately, leads on illegal and criminal activities involving gangs and evil forces are being solicited from the public. The announcement is as follows:
Lead Solicitation Period
The lead solicitation period runs from the issuance date of this announcement until August 31, 2027.
Scope of Lead Solicitation
1. Category of damaging forest, grassland and wetland resources (village tyrants) Priority will be given to collection of leads on illegal acts and gang-related crimes where village tyrants rely on grassroots power to arbitrarily destroy forests and grasslands, illegally encroach upon and reclaim forest land, grasslands and wetlands, illegally change the use of forest, grassland and wetland purposes; illegally log, use the name of ecological restoration or project construction to destruct forest, grassland and wetland resources in a disguised form, rely on local forces to encroach on forestry and grassland resources, maliciously interfere with and obstruct the implementation of forestry and grassland projects.
2. Category of illegal mining and “sand tyrants” and “mining tyrants” involving gangs Priority will be given to collection of leads on unlicensed mining, mining beyond boundaries of mineral and sand resources; illegal mining and sand excavation in nature reserves, privately digging and reckless excavation destroying ecological resources; and gang-related leads on “sand tyrants” and “mining tyrants” gangs and individuals that use violence or threats to commit forced transactions, dominate markets, and monopolize operations in the sand mining, transport and sales chain.
3. Category of illegal construction and water-related violations Priority will be given to collection of leads on forcing contracts and malicious bid-rigging during the undertaking of water projects or in the tendering and bidding process; instigating disturbances over land acquisition, demolition and project construction during implementation of water projects; illegal sand mining, obstructing ecological governance or environmental protection during river sand extraction or ecological management; illegal mining of groundwater resources, damaging metering facilities, secretly discharging sewage into rivers, lakes or underground; and other illegal and criminal acts that damage water resources and the water environment, along with industry-related tyrant and bullying leads.
4. Category of illegal and disorderly phenomena in the Three-North Project area Priority will be given to collection of leads on unauthorized encroachment, damage or destruction of trees, grasslands, ecological fences and management and protection facilities in the Three-North Project treatment areas; illegally grazing or overgrazing in forest land or ecological treatment areas of the Three-North Project, undermining vegetation restoration achievements of the project; maliciously destroying results of the Three-North Project construction, unauthorized modification or damage to project facilities, obstructing the construction and implementation of the Three-North Project, illegally occupying ecological restoration zones of the Three-North Project, and other illegal acts and gang-related leads that impair the effectiveness of major ecological project construction.
5. Category of wildlife and plant-related illegal activities Priority will be given to collection of leads on illegal hunting, purchasing, transporting and selling of rare and endangered wild animals and their products; illegal digging and resale of wild medicinal herbs for illegal profits; and illegal acts of an evil nature that damage grassland and forest vegetation.
6. Malicious obstruction of law enforcement Acts of obstructing or resisting law enforcement by violence, encirclement or other means, as well as threatening or retaliating against law enforcement officers and whistleblowers.
7. Category of shielding and “protective umbrellas” Priority will be given to collection of leads on public officials engaging in corruption and fraud, colluding internally and externally, tipping off, shielding and condoning various illegal acts in resource expropriation, land occupation, logging and mining licensing approvals, implementation of Three-North Project projects, and supervision of ecological governance funds, and acting as “protective umbrellas” for village tyrants, sand tyrants, mining tyrants, and engineering market tyrants.
8. Other leads Priority will be given to collection of leads on other illegal acts and gang-related problems that damage forests, grasslands, wetlands and water resources, involve industry “six tyrants” chaos, and infringe upon the interests of herding communities.
Reporting Instructions
1. The reported content must be objective and truthful. Where possible, provide the name (or alias) and address of the accused person, the time and place of the illegal act, specific facts, and relevant evidence materials (such as photos, videos, audio recordings, etc.) to facilitate verification of leads and feedback of results.
2. Reporters should truthfully reflect the issues. Fabrication of facts, false accusations, or fraudulent reporting is strictly prohibited. If verified, such individuals will be held legally liable in accordance with the law.
3. The bureau will maintain strict confidentiality of reporter information throughout the entire process in accordance with regulations, lawfully protect the legitimate rights and interests of reporters, and will investigate and handle, in accordance with laws and regulations, any conduct that leaks reporter information or retaliates against reporters.
