Streamlining IP Commercialization: Turning Innovation into Market Value

In recent years, our city has proactively integrated into the coordinated development of the Beijing-Tianjin-Hebei region, focusing on accelerating patent conversion and enhancing industrial empowerment. We have continuously built conversion platforms, broken down circulation barriers, and strengthened financial support to comprehensively accelerate the quality and efficiency of intellectual property application, achieving a "Langfang Speed" for high-quality development driven by IP.

Strengthening Policy Foundations for Direct Enterprise Support

The city has continuously optimized incentive policies aligned with IP industry development, comprehensively evaluating and scientifically setting up reward and subsidy programs. In July 2024, together with the municipal finance bureau, we pioneered the province's first Langfang City Intellectual Property Special Fund Management Measures. Since 2025, IP incentive measures have been incorporated into the Langfang City Fiscal Guidance for Financial Support of Economic Development Ten Measures. We have jointly issued documents with the Hebei branch of the People's Bank of China, including the Notice on Several Measures for Financial Support of Langfang City's Sci-Tech Innovation Development, establishing a government-led, multi-departmental collaborative framework that has effectively inspired innovation among various entities.

The Municipal Market Supervision Administration has actively planned precise service actions for enterprises, innovating policy dissemination methods and organizing citywide IP "visits, explanations, and problem-solving" activities. Each year, 1,000 SMEs are targeted for support, categorized by their IP reserves into three tiers: weak foundations, key cultivation targets, and industry leaders. Industry experts and core staff are deployed to enterprise parks and research frontline, implementing precise visits with "one strategy per industry, one file per enterprise" to deliver provincial and municipal IP policies to the grassroots. Since 2025, 4.23 million yuan in municipal special funds has been allocated, benefiting over 80 micro and small enterprises.

Cross-Regional Collaboration to Tap Beijing-Tianjin Innovation Resources

The city has actively broken down regional barriers, promoting the interconnection and coordinated development of patent conversion among Tongzhou, Wuqing, and Langfang. Acting as a "matchmaker" between research institutions and local enterprises, we have accelerated the flow and conversion of Beijing-Tianjin innovation resources into our city's industrial sectors. For key counties, industries, and parks, we organized cross-regional precise supply-demand matching, conducting 8 patent conversion docking events. Enterprises from traditional advantageous industries such as food and furniture have established industry-university-research collaborations with over 30 universities and institutes including Tianjin University of Science and Technology, Beijing Forestry University, and Hebei University of Science and Technology. Additionally, 4 local universities like North China Institute of Aerospace Engineering and Langfang Normal University held special patent supply and demand release sessions, with 130 enterprises participating, 76 technical demands collected, and 26 patent transfer or licensing intentions reached. In the first half of 2026, the city facilitated 2,332 patent transfers, a 66% year-on-year increase, activating a large number of quality patents for effective market production and operation.

AI is rapidly empowering various industries and continuously generating new conversion scenarios. By the end of 2025, the Municipal Market Supervision Administration, in collaboration with IP departments in Beijing's Tongzhou and Tianjin's Wuqing districts, explored AI-enabled intelligent patent matching. They released a "double five-star" patent technology list for key industries, matching over 2,000 patents for more than 400 SMEs across 11 distinctive advantageous industries in the three regions, resulting in 60+ cross-regional patent conversions. We also helped 5 local universities establish connections with 25 Beijing-Tianjin-Hebei technology trading platforms.

Addressing Conversion Bottlenecks to Unblock the Path to Commercialization

To activate innovation supply and optimize patent resources, we addressed shortcomings in patent cultivation and conversion among research institutions and medical health units. We organized 4 specialized training sessions on high-value patent cultivation and conversion, benefiting over 200 teachers, students, and frontline researchers. Industry experts conducted field visits to 5 research institutions, including the National Geological Survey's Langfang Geophysical Survey Center and Hebei China Petroleum Central Hospital, discussing critical issues such as pre-application patent evaluation, scientific achievement empowerment reform, and open patent licensing, while promoting policies through these exchanges. In the first half of this year, universities were encouraged to inventory over 260 pending conversion patents, with guidance for research departments to continue advancing patent conversion efforts.

To broaden conversion channels and strengthen carriers, we pioneered the province's first guidance document for patent-intensive product filing and recognition. We held promotional events for patent-intensive products, organizing 107 enterprises to file 296 patent-intensive products associated with over 3,000 patents. Concurrently, focusing on key provincial and municipal industries, we accelerated the application process for provincial-level industrial IP operation centers. We organized applicant meetings and invited high-quality provincial operation institutions to Langfang to guide industry leaders in forming innovation consortia, building professional carriers for patent conversion.

Innovating Financial Ecosystems to Unlock Intangible Asset Value

To enhance transparency and choice for both banks and enterprises, the city has extensively learned from advanced practices in other provinces, continuously innovating the IP financial ecosystem. Since 2022, we pioneered the province's first "whitelist" system for IP pledge financing of credit-granted enterprises, promptly including tech-based firms with strong innovation capability, high growth potential, and good credit ratings. Over five years, five batches of "whitelist" enterprises have been selected, with more than 1,600 companies now under management. Since 2024, we released the province's first municipal-level IP financial product list, incorporating 65 products from 56 financial institutions. This allows various business entities to navigate and match accurately while encouraging financial institutions to innovate their offerings through market mechanisms. Our innovative approach to IP finance has been recognized as a typical case of financial innovation by "Credit China".

Leveraging opportunities like the "4·26" IP Awareness Week and provincial-municipal reward application cycles, we conducted 9 sessions of policy briefings, park-based services, and bank-enterprise matchmaking, attracting over 600 enterprises and facilitating precise connections between 30+ banks and businesses. In mid-March this year, the Municipal Market Supervision Administration and financial regulatory authorities conducted policy briefings and business follow-ups with 7 municipal banks and 42 financial institutions that achieved outstanding financing results, ensuring thorough understanding and implementation of provincial and municipal policies on both sides. This successfully established an integrated service model combining "policy briefing + bank-enterprise matchmaking + precise credit granting". According to statistics, in the first half of 2026, the city's total IP pledge financing reached 1.76 billion yuan, a 186% year-on-year increase, demonstrating the significant effectiveness of IP finance in empowering the real economy.
