Haikou Unveils New Property Measures: Permanent Residency Grants Immediate Home-Buying Rights Equal to Hainan Residents

On September 5, the Haikou Municipal Housing and Urban-Rural Development Bureau released a notice titled "Several Measures to Promote the Stable and Healthy Development of the Real Estate Market." The notice specifies that individuals who have already obtained household registration in Hainan will, from the date of their registration, enjoy the same rights as Hainan residents to purchase commercial housing.

Active-duty military personnel serving in Hainan, including officers, non-commissioned officers, and conscripts, are also entitled to the same commercial housing purchase benefits as Hainan residents. Additionally, employees of companies registered in Hainan who actually live and work in the province are permitted to buy one commercial housing unit in Haikou.

For families with multiple children, specifically those with two or more, the policy allows the purchase of one additional commercial housing unit beyond the number currently permitted under existing regulations. The notice also encourages a "trade-in" scheme to meet the demand for improved housing. Anyone who lists their own or a family member's property in Hainan for sale is eligible to purchase a new commercial housing unit in Haikou as a replacement.

To address housing needs related to employment, education, and health and wellness, the scope for calculating the number of housing units owned by a buyer has been adjusted from the entire province of Hainan to the city of Haikou only. Furthermore, for commercial housing projects where the number of parking spaces exceeds the number of housing units within the property management area, and where the project has passed completion inspection for over a year and has been open for public parking space sales for more than six months, the remaining available parking spaces may be sold to property owners within the same management area—provided that each household is guaranteed the ability to purchase or rent one space. Under this provision, each housing unit owner may purchase up to two parking spaces in total.
