The second International Exchange Conference on Intellectual Property Enforcement, co-hosted by the State Administration for Market Regulation and the World Intellectual Property Organization, opened on September 10th in Changsha, Hunan province. During the conference, the 2025-2026 Top 10 Administrative Enforcement Cases for Intellectual Property in China were officially released, showcasing the firm resolve and notable achievements of China's market regulatory authorities in strengthening IP enforcement.

These ten cases cover various fields including trademarks, patents, and trade secrets, with a focus on livelihood hotspots and both domestic and international brands, carrying strong representativeness and deterrent significance. The list includes a case in Shangcheng District, Hangzhou, Zhejiang where market regulators investigated Cao Mouhua for fabricating and altering patent certificates and selling counterfeit patented products; a case in Suzhou Industrial Park, Jiangsu where regulators investigated Zhang Mounan and others for selling bags infringing on the exclusive rights of the Hermès registered trademark; a case in Zibo High-tech Zone, Shandong where Ji Moumou was investigated for infringing on trade secrets; and a case in Ningguo, Anhui where Li Mou was investigated for selling cosmetics infringing on the exclusive rights of registered trademarks of over 20 brands.

In the Suzhou Industrial Park case concerning Zhang Mounan and others, regulatory authorities uncovered a large quantity of infringing goods marked with the Hermès registered trademark, including bags, shoes, and accessories, with a total value exceeding 50 million yuan. Facing the challenge of the gang using new methods such as cloud storage and remote deletion to evade regulation, the market regulatory authorities precisely overcame digital forensics obstacles and improved the two-way coordination mechanism between administrative and criminal enforcement. As a result, ten criminal suspects were apprehended, and the masterminds were pursued for criminal liability.

Moving forward, the State Administration for Market Regulation will continue to advance IP enforcement efforts, crack down hard on various types of infringement and counterfeiting, and lawfully and equally protect the intellectual property rights of all types of business entities, thereby fostering a favorable environment for innovation, creation, and high-quality economic development.
